Sec. 150.28, 'Adult entertainment business,' sets the City of Muncie's spacing standard: establishment of any adult entertainment business is prohibited if it would sit within 500 feet of two other adult entertainment businesses, or within 500 feet of the property line of a church, school, public building, or public land, or within 500 feet of the boundary line of any existing residence zone or farming zone. Distances between two adult entertainment businesses are measured in a straight line between their closest exterior structural walls, without regard to any building or object in between; distance to a church, school, public building, public land, or residence or farming zone boundary is measured the same way, from the closest exterior wall of the adult business to the nearest property or zone boundary line.

Where an adult entertainment business shares a building with other commercial tenants, only the floor space it occupies counts toward the measurement. The section separately bans operating any adult entertainment establishment in a way that lets material depicting or describing specified sexual activities or specified anatomical areas be observed from a public way through a display, decoration, sign, or show window. The rule was adopted by Ord. No. 40-89 on August 7, 1989, and cross-references the definitions at Sec. 150.240. Compliance is checked by the administrative zoning officer under Sec. 150.232 before any zoning or occupancy permit issues.
