Muncie, IN Business Licensing & Operations: Massage Establishments (2026)

Muncie's Chapter 118 licenses three separate roles in a massage business: the operator under § 118.02(B), the massage therapist, and any other employee under § 118.06, each paying its own semiannual fee under § 118.08, except that charitable not-for-profit corporations and their employees are exempt from all fees. Every applicant must give the city controller a Social Security number, business and residence address, and disclose any prior conviction for violence, moral turpitude, or a sex offense, and the operator must also submit a health certificate from the city board of health showing freedom from communicable disease, examined within 30 days before applying and every six months after, under § 118.07.

Section 118.03 restricts where a massage establishment can operate to CB, BC, BV, MT, IL, or II zoning districts, bars anyone under 21 from being employed there or viewing the services, and requires any advertising to display the establishment's city license number and avoid suggestive imagery. Licenses run through April 30 and must be renewed annually for a term running May 1 through April 30, under § 118.11. Police officers and city building department and board of health representatives can inspect a licensed establishment at any time under § 118.04, and the city controller can deny, suspend, or revoke a license after a hearing under § 118.10 for a prior revoked license, a code violation, or a false statement.
