James City County, VA: Auto Repair on Residential Property (2026)

The county's Zoning Ordinance does not license home-based mechanics separately; it folds them into the home occupation definition at Sec. 24-2 of the Code of the County of James City. To qualify, the occupation must be conducted entirely within the dwelling, use no more than 25 percent of the first floor area, and require no external alterations or outdoor storage of machinery or equipment that creates noise, odor, smoke, dust or glare, or is otherwise detrimental to the household or adjacent property. No articles may be displayed or offered for sale on the premises, and no equipment or process may disrupt neighboring dwellings.

Because auto repair routinely involves engine noise, solvent odors, and vehicles parked outside awaiting work, a repair operation that keeps cars or parts in the driveway or yard, or that runs beyond the 25-percent floor-area cap, falls outside the home-occupation exemption entirely. The Zoning Ordinance separately defines a 'garage, repair' as a building other than a private garage, designed or used for servicing, repairing, equipping, renting, selling or storing motor-driven vehicles under Sec. 24-2, a commercial use that requires the applicable nonresidential zoning classification, not a home-occupation exemption.

A resident who wants to display a home-occupation sign must also hold an approved and valid home occupation permit under Sec. 24-74(8), which caps the sign at four square feet and bars illumination. Community Development's zoning administrator enforces these limits and reviews home-occupation compliance during any zoning inquiry or complaint investigation.
