Kyle, TX Business Licensing & Operations: Massage Establishments (2026)

Kyle's Code of Ordinances does not run a separate massage-establishment licensing article the way it does for alcohol permits or towing operators; the operative rule sits in Chapter 53, the zoning ordinance. Section 53-1230, Exhibit A, ties SIC code 6213-9901, described as 'Massage therapeutic,' to four zoning designations: Primary Zoning CBD-1 (Central Business District 1), Secondary Zoning CBD-2, Third Zoning RS (Retail Sales), and Fourth Zoning CM/W/E, meaning a massage business is a permitted use across the city's core commercial, retail and combined commercial/warehouse/employment districts without a conditional-use hearing.

That permission does not extend everywhere: Section 53-693.3 lists 'elective massage therapy' among roughly two dozen uses barred from the O/I (office/institutional) district, both as a primary use and as an accessory use, indoors or outdoors, alongside businesses such as pawnshops, escort services and check-cashing offices. A massage business that wants to locate in O/I instead of one of the four permitted districts has no exception written into Section 53-693.3; it would need a different zoning district or a rezoning application through the planning and zoning commission.

Kyle's Planning and Community Development department administers zoning compliance and building permits for any buildout, and code compliance handles complaints once a business is operating.
