Subsection (a) requires a massage therapy services certificate from the city before any establishment may offer massage, and it ties that certificate to state credentials: each therapist must be licensed under F.S. §480.041, approved as a massage therapy apprentice under F.S. §480.033, or hold another Florida Department of Health practitioner license under F.S. Chapter 456.
