City Code Section 12-39 puts tattoo parlors and body piercing shops on their own line of the local business tax fee schedule, separate from the general personal services catchall. A tattoo parlor establishment pays $200.25 under code TPE, and each individual tattoo technician working there needs a personal receipt of their own at $66.65 under code TPE1. Body piercing runs the same way: the establishment itself pays $254.10 under code BPE, and each body piercing technician pays $66.65 under BPE1, meaning a shop with several artists or piercers owes a receipt for the location plus one for every practitioner.

Before either receipt is issued, Section 12-30(c) requires the director of community development to confirm the location is an allowed use under the Land Development Code, and Section 12-30(f) requires a pre-occupancy minimum standard safety inspection covering strength, egress, fire-resistance, electrical and plumbing equipment, fire extinguishing systems and handicap accessibility, performed by certified structural, electrical, plumbing, mechanical and fire inspectors and measured against the Florida Building Code and Florida Fire Prevention Code as adopted with Broward County amendments. Receipts are non-transferable the way professional receipts are: the technician-level fee attaches to the person, not the shop, so a technician who moves to a different parlor needs a new technician receipt tied to the new location.

Annual renewal is due October 1 under Section 12-29, and the supervisor of local business tax receipts, appointed under Section 12-3, has authority to investigate whether an operator holds both the establishment-level and technician-level receipts required.
