Wylie, TX Business Licensing & Operations: Massage Establishments (2026)

Wylie Code of Ordinances § 26-45 confines massage establishments to locations permitted under the city's zoning ordinances and makes it unlawful for one to operate in any residential zone. Section 26-49(2) sets a mandatory closing window, barring any massage establishment from staying open for massage purposes between 12:00 midnight and 6:00 a.m., and subsection (3) separately bars operating one in connection with living or sleeping quarters. On licensing, § 26-73 requires the building official and fire department to inspect the proposed premises and send their recommendations to the chief of police, who then grants the establishment permit if all business requirements are met and issues individual permits to massage practitioners and aides, unless the applicant has falsified the application or has a felony or moral-turpitude conviction directly related to the licensed occupation.

Section 26-74 requires a lengthy application, including two years of prior addresses, five written character references from city residents, photographs, and a full employment history, and § 26-75 directs the chief of police to check whether the applicant or any employee has been convicted of prostitution-related offenses. Section 26-77 adds physical facility requirements before any license issues, including a ban on operating out of a manufactured home and specific lighting, ventilation and partition standards, and § 26-80 lists grounds for revoking or suspending an issued license, including any conviction for a disqualifying offense or a violation of the article's operating hours.
