Wylie's wrecker service contract, codified at Sec. 118-151 of the Code of Ordinances, requires any wrecker operator that wants to tow for the city to first execute a contract awarded through the city's bidding process; wrecker operators pay the city an amount set by that bid in exchange for the contract, and bids run for one-year terms that may be renewed by written agreement between the city and the operator. Sec. 118-152 leaves maximum rates for city-requested tows to whatever the winning contract sets, rather than a citywide rate cap.

Sec. 118-153 gives the Wylie Police Department authority to inspect every contract wrecker, and the vehicle must weigh at least one ton, carry booster brakes and dual rear wheels, and be equipped with a power winch, winch line and sling-type boom, plus standard gear such as tow arms, safety chains, a fire extinguisher and a towing dolly; the department must also confirm the operator and its drivers are properly insured. Sec. 118-154 bars any wrecker operator or driver from chasing a wreck, accident or an ambulance and police car responding to one unless the wrecker has been dispatched by the police department or asked to the scene by someone actually involved in the wreck, a rule aimed squarely at unauthorized non-consent towing.

Sec. 118-155 lets the chief of police add further rules the contract wrecker must follow to protect vehicles and their contents. This scheme sits alongside the state's own tow-truck licensing regime under Texas Occupations Code Chapter 2308, which the Code cites in a footnote but does not reproduce.
