Sec. 94-21 declares an unlicensed junkyard or salvage yard a public and common nuisance because it is 'obnoxious and offensive to the inhabitants of the city' by interfering with their comfortable enjoyment of life and property, and it flatly states that no junkyard or salvage yard may be established in the city limits unless a proper license is obtained. Sec. 94-23 supplies the licensing mechanics: an operator must file a written application with the city secretary giving the applicant's name, address and a legal description of the property, pay an annual license fee set in the fee schedule at appendix C, and renew the license yearly, since each license expires one year after issuance.

The city council can revoke a license at any time for a violation, but only after sending the owner written notice of the specific violation and giving 30 days to comply. Sec. 94-24 layers on operating standards tied to the license: junk and salvage must be kept orderly with room to walk between it for inspection; the yard must open to unannounced inspection by police, health, fire and building officials during business hours, on pain of license suspension or revocation for refusing entry; vehicles must be drained of flammable fluids; contents may not pool water and breed mosquitoes; and the yard must be enclosed by an opaque board, brick or block fence at least ten feet high with a 20-foot setback from any street, plus toilet facilities for patrons and employees and a ban on open burning of rubbish.
