Broomfield, CO Business Licensing & Operations: Secondhand Dealers (2026)

Broomfield Municipal Code § 5-38-060 requires every secondhand dealer, defined broadly in § 5-38-010 to include flea-market and nonpermanent-location sellers of used goods, to record each sale or trade of secondhand property on forms supplied by the Broomfield Police Department. The record must capture the seller's name, address and date of birth; the date, time and place of the transaction; a detailed description including any trademark, serial or model number; the seller's identification number from a Colorado driver's license, state ID card, another state's driver's license, military ID, passport or alien registration card; the seller's signature; and the dealer's declaration of how they obtained the property (§ 5-38-060(B)).

The dealer must mail or deliver two copies to the police within one week of the sale and keep a copy for at least one year (§ 5-38-060(A)). Under subsection (C), the dealer must use the Touch Print I.D. Program, requiring the seller to place a right index fingerprint on the record, with the original forwarded to police along with one copy. Separately, § 5-38-020 bars a dealer from reselling any item until it has been on the premises at least ten days from purchase, giving police a window to recover stolen goods, and § 5-38-030 requires dealers to exhibit suspected stolen goods to any Broomfield police officer on demand and return recovered property to its owner without reimbursing the dealer's advance. Every dealer must also hold a sales tax license under Chapter 3-04 (§ 5-38-050) and post the theft-by-receiving notice required by § 5-38-070.
