Section 10-24-020 requires a wrecker to obtain a license from the director, the chief of police, before appearing on the city's towing list for police-dispatched accident or emergency calls. A first application carries a nonrefundable $20.00 fee, and the annual license fee is $10.00 per towing vehicle operated in the city. The chief investigates whether the applicant and its operators have avoided convictions for sexual or violent crimes, theft or embezzlement, or unlawful vehicle taking, holds a current Colorado Public Utilities Commission towing carrier permit, has adequate equipment and recordkeeping, and carries PUC-level liability and property damage coverage.

The director must grant or deny within fifteen days and state reasons in writing for any denial. Section 10-24-030 requires the director to set a reasonable rate schedule for police-dispatched tows only, reviewed annually against rates in at least three other Denver-metro cities; that schedule does not apply to tows the wrecker performs outside a police department call. Suspension or revocation under 10-24-040 requires ten days' notice and a hearing right, unless the director finds an immediate public safety threat. Section 10-24-050 separately governs all non-consent tows citywide: a tow company must get written consent from the vehicle's owner, driver, or authorized agent, or a police officer, before towing, except when it first notifies the police department with the vehicle description, tow time, destination, and reason, or when a private property owner directs removal of a parked or abandoned vehicle after that same police notification.
