Flagstaff, AZ Business Licensing & Operations: Secondhand Dealers (2026)

City Code § 3-02-001-0001 defines a 'secondhand dealer/antique dealer' as any person, other than someone dealing exclusively in secondhand books, magazines, handbills or posters, who buys, sells, trades, exchanges or takes on consignment secondhand goods, firearms, wares, jewelry, precious metals, or coins or paper money above face value. Organizations recognized as tax-exempt under section 501(c) of the Internal Revenue Code, including charitable, religious and educational organizations, are excluded from the chapter entirely. Under § 3-02-001-0002(A)(1), every secondhand dealer/antique dealer must electronically submit a full, true and complete report of all items of interest purchased (goods with a serial number, jewelry, electronics, tools, bicycles and similar categories) whenever a single transaction's fair market value exceeds $25, to a secure online database approved by the Chief of Police, within two days of receiving the property; other goods worth $100 or more follow the same electronic reporting rule, and a dealer cannot split a purchase into smaller amounts to dodge the threshold.

Section 3-02-001-0003 has the Chief of Police keep these reports on file at the Flagstaff Police Department, open only to department employees, law enforcement, or by order of a court or the Chief of Police. Section 3-02-001-0006(C) and (D) sets the transaction fee at $3.00 for every report required under § 3-02-001-0002(A)(1), due in full to the City on the last business day of the month following the month the report was required. Unlawful acts under § 3-02-001-0005 bar a dealer from disposing of purchased goods until one week after filing the required report, and bar buying from anyone under eighteen; every report must record the transaction date and time, an item description, and the seller's name and address confirmed against valid photo identification.
