Casper, WY Business Licensing & Operations: Tattoo & Body Modification (2026)

Casper Municipal Code Section 8.04.010(B) defines businesses affecting the public health to include any business within the city furnishing to the public body art and permanent cosmetic establishments, alongside food and drink, lodging, and childcare services. Section 8.04.020(A) requires every such business to apply to the city for a license before beginning operations, and the license issues only after the health officer inspects and approves the business and its premises and the operator pays the fee. Subsection (A)(2) sets that fee at twenty-five dollars for body art and permanent cosmetic establishments, the same tier as campgrounds, motels, hotels and bed and breakfasts.

The Casper-Natrona County Health Department's health officer, defined in Section 8.04.010(C), is the inspecting authority. Section 8.04.040 makes the license run for the city's fiscal year, July 1 to June 30, and it must be renewed ten days before expiration; Section 8.04.050 requires the license to be displayed to public view on the licensed premises at all times. Section 8.04.070 further requires the premises to be kept adequately clean, safe and free from pests, and any construction or remodeling plans for the shop must be submitted to and approved by the health officer before a building permit issues.

If the health officer finds a violation, Section 8.04.080 lets the officer issue a provisional order to comply with a deadline; failure to comply lets the officer make the order final and suspend or revoke the license, forcing the business to close immediately.
