Escondido licenses tattoo parlors and mobile tattoo vehicles through the County of San Diego's Department of Environmental Health rather than a separate city desk, and it layers its own operator standards on top of the county's Safe Body Art Act compliance duty. Under § 17-269, anyone performing tattoos must be free of communicable disease and pustular skin lesions, may not smoke while working, must wear a clean light-colored short-sleeved smock, and must wear disposable gloves throughout the procedure. A tattoo parlor cannot share space with any other business, and no alcohol, cannabis, or other controlled substance may be served on-site, a rule the code states directly in § 17-269(e).

Operators must also keep loitering and loud noise off the property, per § 17-269(h), and keep specified anatomical areas out of view from publicly accessible areas and the public right-of-way, per § 17-269(g). Separately, § 17-268(b) sets a hard floor: no tattoo may be administered to anyone under 18. A permit from the deputy director of environmental health services is required before operating at all, and no parlor may locate within 1,000 feet of another tattoo parlor or within 500 feet of a business licensed to serve alcohol for on-site consumption, both subject to a Planning Commission exception.

Every customer record, including date, name, address, age, tattoo design, and artist, must be kept in a bound book on-site for at least six months under § 17-275. Violating the article is generally an infraction under § 17-283, but a third violation within two years escalates to a misdemeanor, with each day of continued violation a separate offense.
