Chapter 9-11 licenses wreckers under the state towing statute, 47 O.S. § 951 et seq. Sec. 9-1102 bars operating "a wrecker or towing service without first having obtained from the city clerk a license," annually renewed, with initial and yearly inspections by designated Police Department and Community Development officials; a license cannot issue for a storage yard located outside the city unless the licensee contracts with an in-city yard operator. Sec. 9-1103 sets the fee, expiring every December 31 with proration for licenses issued after January 31.

Sec. 9-1105 caps vehicle storage at 12 months absent documented extenuating circumstances. Sec. 9-1106 requires a wood-or-metal, sight-proof storage yard fence six to eight feet high with a locked gate, at least one primary yard inside city limits, no staging or unloading in the street right-of-way, and paved customer parking for yards approved after April 18, 2022. Sec. 9-1107 bars parking a wrecker in a residentially zoned area. Sec. 9-1108 limits the Police Department's Rotation Log to five licensees, with a waiting list for the next opening, and Sec.

9-1109 lets the city remove or suspend a company from rotation for violating the chapter or its rotation agreement. Sec. 9-1104 and Sec. 9-1109 both require a ten-day notice and a hearing before a panel of the police chief, city clerk, community development director, and city attorney before revocation.
