Lake Elsinore, CA Cannabis Regulations: Dispensary Zoning (2026)

The City of Lake Elsinore opted in to licensed cannabis commerce through Chapter 17.156, adopted by Ordinance 1504 § 5 in 2025, rather than banning cannabis businesses outright. LEMC § 17.156.050(A) confines every cannabis use, cultivation, manufacturing, distribution, testing laboratory, and retail sale, to the Limited Manufacturing (M-1) and General Manufacturing (M-2) zoning districts; the same section's subsection (B) further bars any cannabis use within 1,000 feet of an existing school, community center, or park. Beyond the zoning limit, § 17.156.060 caps the City at no more than 10 total cannabis facility permits operating at once across the M-1 and M-2 districts, and § 17.156.160 makes Chapter 17.156 control over the general M-1 and M-2 district regulations in Chapters 17.136 and 17.140 wherever the two conflict.

Before a cannabis business can open, § 17.156.070 requires it to hold a valid conditional use permit, building permits, a certificate of occupancy, and a City cannabis business license, and § 17.156.080 makes it unlawful to operate without all required State licenses and the City business license, with revocation of either license grounds for the City to suspend the other. Hours are capped by § 17.156.090(C) at 7:00 a.m. to 10:00 p.m. daily for retail sales unless a conditional use permit imposes tighter hours, and § 17.156.090(D) requires odor-control ventilation so cannabis odor is not detectable off site. A facility legally established before the chapter's effective date may continue operating under its original conditions even after the 10-permit cap is reached.
