Yorba Linda, CA Cannabis Regulations: Dispensary Zoning (2026)

Yorba Linda Municipal Code Section 18.20.015 flatly prohibits all cannabis-related and medical cannabis-related uses, including dispensaries, cultivation, deliveries, and other commercial cannabis activities requiring a state license under the Medical Marijuana Regulation and Safety Act, in all zones throughout the City. Subsection A.1 separately bars cooperatives, cultivation, deliveries and dispensaries regardless of whether the use is medicinal or qualifies as commercial cannabis activity, and states no person shall establish, operate, conduct, permit or allow such a use anywhere in the City. Subsection A.4 extends the ban to deliveries that either originate or terminate within city limits, closing the loophole that would otherwise let an outside dispensary deliver into Yorba Linda.

Subsection A.5 bans cultivation outright, including by a qualified patient or primary caregiver, for any amount and for any purpose, commercial or personal. Because the City issues no permit, license or other entitlement for any of these uses, there is no zoning path, conditional use permit or variance process available to a would-be operator; the prohibition is citywide and total rather than a zoning restriction limiting cannabis businesses to particular districts. Enforcement runs through two tracks: Subsection B declares any violation a public nuisance subject to summary abatement under California Code of Civil Procedure Section 731, and Subsection C authorizes the City Attorney to bring a civil action for injunctive relief and civil penalties, with a court able to award both penalties and costs to the prevailing party.
