Cocoa places sidewalk repair on the abutting property owner once the city council orders it. Under City Code § 2-367, if a sidewalk, curb or gutter next to a parcel is damaged by anything other than a city employee's own act, the council can pass a resolution requiring the owner to fix it on a deadline, or the city does the work and bills the owner.
