It is unlawful in East Orange to keep a dog that habitually barks, snarls, growls or otherwise disturbs neighbors, and owners must keep their dog under enough control at all times to stop continuing barking or menacing behavior. First offenders can plead guilty at the Municipal Court Violations Bureau for a flat $500 fine.
