Frisco gives anyone who excavates or otherwise obstructs a street, sidewalk or right-of-way 21 calendar days to clear the obstruction and restore the surface, under section 78-102 of the right-of-way management article. The right-of-way manager can extend or shorten that window, and the duty to protect and repair the area falls on whoever caused the obstruction.
