Miami-Dade County's Zoning Code lists above-ground pools among the installations the Florida Building Code exempts from a building permit but that still need county review. Under Code of Miami-Dade County § 33-8.1(b)(1), any above-ground pool holding water more than 24 inches deep triggers a mandatory Zoning Improvement Permit (ZIP).
