Sec. 29-3(d) prohibits possessing, exploding, discharging or burning firecrackers, rockets, fireworks, explosives, or any substance that becomes explosive when combined with another, unless the Parks and Recreation Department authorizes it, with only an emergency flare or distress-signal exception.
