Height Limits
Volusia County limits residential fences to six feet in side and rear yards, four feet in front yards, and three feet on the rearward portion of atypical lots. Corner-lot fences must also clear the county's traffic-visibility standard. Chain link, wood and vinyl fences on single-family lots may go up without a separate fence permit.

Neighbor Fence Rules
Volusia County requires every fence or wall to show its finished side, not exposed posts or framing, to the neighboring lot or street. A homeowner can ask the zoning enforcement official to waive that rule in writing if the adjoining parcel already has its own fence, wall or continuous hedge in place.

Fences and walls must be constructed to present the finished side of the fence or wall to the adjoining lot or any abutting right-of-way. Where, there is an existing fence, wall or continuous landscape hedge on the adjoining parcel, this provision may be administratively waived upon written request at the discretion of the zoning enforcement official.
Retaining Walls
Volusia County caps retaining wall height at the same yard limits that apply to fences, measured from existing grade on both sides of the wall, and lets a short guardrail or safety fence sit on top without adding to that height. A wall two feet or less, measured from the footing to the top, doesn't need a building permit at all unless it holds back a surcharge or hazardous liquid.

Material Restrictions
Volusia County bans barbwire and electric fencing across every standard residential zoning classification, from R-1 through R-9 to the county's mobile-home and office-residential districts. The only carve-out is fencing around public utility uses and structures. The same section separately bars any wall from being built inside a platted easement, regardless of classification.
