Volusia County defines an electric bicycle by the three-class system in F.S. § 316.003(23) and then regulates where and how e-bikes may operate on county beaches. Sec. 20-173 authorizes e-bikes on the sandy driving area only during set seasonal hours, while Sec. 20-174 caps e-bike speed at ten miles per hour and bans e-bikes outright from designated conservation and Natural Beach Management zones.
