In unincorporated Wicomico County, anyone laying pipes, wires, gas lines, irrigation pipes, driveway improvements, curbs, gutters or sidewalks in the public right-of-way must first get a permit from the Department of Public Works. The rule traces to a 1965 County Council resolution and now carries a $100-to-$1,000 civil fine schedule for unpermitted work under Wicomico County Code Chapter 197.
