Hoboken, NJ Environmental Rules: Boat Dock Permits (2026)

Two separate Hoboken chapters regulate boats at the waterfront. Inside City parks, § 58-21X of Chapter 58 bars anyone from docking or anchoring a pleasure or commercial vessel except in designated areas, and only after first obtaining a permit; that section also cross-references § 145-11 of the Hoboken Code, which separately bans mooring any boat to City pilings or property in front of Hudson Square in the Hudson River. Permits for park boat docking fall under the general park-permit process in § 58-23: applications go to the Division of Cultural Affairs at least 45 days before the proposed activity, and the Head of Cultural Affairs or a designee decides whether to issue the permit based on criteria including whether the activity interferes with public enjoyment of the park, creates a safety risk, or requires other City sign-offs from Departments such as Police, Fire and Construction Code under § 58-23C(8).

Section 58-21AA separately restricts the boat ramp at North Park to canoes, kayaks, rafts, sailboats, rowboats and other non-motorized boats, all of which must be hand-carried to the ramp, and the ramp may only be used during posted hours of operation. Outside park property, anyone docking, anchoring or mooring a vessel in the City's navigable waters for more than two consecutive days must post a $25,000 surety bond with the Director of the Department of Transportation and Parking under § 194-21, which is forfeited if the vessel sinks or becomes unable to navigate under § 194-22, and can be canceled once the vessel is removed under § 194-23.
