FEMA flood zone rules in Evanston, IL β also called floodplain regulations or special flood hazard area (SFHA) rules β determine flood insurance requirements and elevation standards for new construction.
Evanston participates in the National Flood Insurance Program and regulates construction in FEMA-designated Special Flood Hazard Areas. New construction and substantial improvements in flood zones must elevate the lowest floor at least one foot above base flood elevation. Evanston's flood damage prevention ordinance exceeds minimum NFIP standards.
Evanston's Flood Damage Prevention Ordinance (City Code Chapter 4, Article XII) regulates development in Special Flood Hazard Areas (SFHAs) as shown on FEMA Flood Insurance Rate Maps. The city participates in both the National Flood Insurance Program and the Community Rating System (CRS), which can provide flood insurance premium discounts for residents. New residential construction must have the lowest floor, including basement, elevated at least one foot above the base flood elevation (BFE) β this exceeds the NFIP minimum of at or above BFE. Substantial improvements, defined as improvements equal to or exceeding 50% of the structure's market value, must also meet elevation requirements. Non-residential structures may use floodproofing as an alternative to elevation with certification by a licensed engineer. Floodway encroachments are prohibited unless a no-rise certification demonstrates zero increase in flood levels. All new construction must use flood-resistant materials below the BFE. Mechanical equipment including HVAC, electrical panels, and water heaters must be elevated above the BFE. An elevation certificate prepared by a licensed surveyor is required before certificate of occupancy. Contact Community Development at (847) 448-4311 for flood zone determinations.
Construction in flood zones without proper permits or elevation is a building code violation with fines of $75-$500 per day. Non-compliant structures may be denied flood insurance or face significantly higher premiums. The city may order removal or modification of structures that encroach on floodways. FEMA may suspend Evanston's NFIP eligibility if the city fails to enforce floodplain regulations, affecting all residents' access to flood insurance.
