a. In a Zone AO, the base flood elevation is determined from the FIRM panel. If unspecified, the required elevation is at minimum two feet above highest adjacent grade.

Full Breakdown
A floodplain use permit from the floodplain administrator is required before any construction or development begins in a special flood hazard area, including manufactured home placement. Residential structures must have the lowest floor, including any basement, elevated to or above the regulatory flood elevation; nonresidential buildings may instead be floodproofed to that level. Small detached garages and storage structures under 600 square feet may sit below that elevation if built with flood-resistant materials and flood vents. Floodways prohibit fill or new construction unless an engineer certifies no rise in flood levels. Maricopa's special flood hazard areas follow the Pinal County FEMA Flood Insurance Study dated December 4, 2007.
Violations & Fines
Developing in a delineated floodplain without floodplain board authorization is a class 2 misdemeanor; violators face a civil penalty up to that fine, with each day counted separately.
