Bossier City, LA Environmental Rules: Stormwater Management (2026)

Chapter 114, Article IV requires any operator seeking approval for construction disturbing an acre or more to submit a stormwater pollution prevention plan (SWP3) alongside construction plans and specifications required by the Bossier City-Parish Unified Development Code. The SWP3 must be kept current and available on-site to federal, state and city inspectors from project initiation until final stabilization, and the responsible party must also obtain the state LDEQ general permit for large construction activities before beginning work. Once a project is built, Sec. 114-308 shifts the focus to permanent post-construction controls: structural stormwater BMPs such as pipes, inlets, ponds and swales on private property remain owned and operated by the property owner unless the city agrees in writing to take on that role.

As a condition of BMP approval, the owner must agree to maintain the facility to its design capacity, an obligation that gets memorialized on the subdivision plat, annexation plat or development agreement and recorded with the Bossier Parish Clerk of Court. Permanent BMPs subject to an inspection and maintenance agreement undergo ongoing inspection to confirm maintenance and repair needs are met. The director of public utilities administers the program and can issue notices of violation, order noncompliant activity stopped, and levy escalating per-day fines for willful or negligent violations.
