Dublin, CA Environmental Rules: Stormwater Management (2026)

Dublin Municipal Code Chapter 7.74, the Stormwater Management and Discharge Control ordinance, is administered by the Public Works Director, with enforcement on certain watercourses delegable to Zone 7 Water Agency under Section 7.74.050. Section 7.74.090's General Prohibition bars any discharge to the municipal separate storm sewer system, called the MS4, that is not composed entirely of stormwater, except for the exceptions listed in Section 7.74.100. Subsection (C) separately makes it unlawful to throw, deposit, leave, abandon, maintain or keep materials or wastes on public or private land in a manner and place where they may cause an illicit discharge.

Section 7.74.100 exempts discharges under an active NPDES permit, plus exempt and conditionally exempt discharges identified in the Municipal Regional Stormwater Permit, or MRP, issued by the San Francisco Bay Regional Water Quality Control Board; if the city or Regional Board later finds an exempt discharge is actually contributing to pollution, it can revoke the exemption on ten days' written notice. Section 7.74.110(B) puts an affirmative duty on every real property owner in Dublin to manage the property to avoid a code violation, with joint and several liability among multiple owners, and Section 7.74.120 bars illicit connections to the MS4 retroactively, regardless of when or under what authority they were made.

Article III adds development-side requirements, including construction-activity controls under Section 7.74.150 and full trash-capture-device mandates under Section 7.74.130(C) for parking lots and drainage facilities that keep discharging trash despite standard best management practices.
