Sec. 27-27(a) sets Woodbury's core stormwater rule: no one may develop or redevelop land for residential, commercial, industrial, or institutional use without stormwater management measures that control runoff, unless a specific exemption applies. Because the city sits inside three separate watershed districts, project proposers must also meet that district's stormwater rules on top of the city's own standards, and submittals under the subdivision (chapter 21) and zoning (chapter 24) codes must show compliance. The volume standard in Sec. 5 feet for subsurface BMPs) and required soil borings.

Infiltration is flatly prohibited near contaminated sites, vehicle fueling areas, wellhead emergency response areas, and locations with less than three vertical feet of separation to bedrock or seasonal groundwater (subsection (d)(7)). Sediment control under subsection (f) requires removing 90 percent of the post-development total suspended solids load annually before discharge to natural waters, and rate control under subsection (h) must maintain or reduce predevelopment peak runoff for the 2-year, 10-year, and 100-year 24-hour storms using Atlas 14 rainfall data. Subsection (k) exempts small residential plats of three lots or fewer, single-family redevelopment on one platted lot, redevelopment disturbing under an acre with less than 6,000 square feet of new impervious surface, and any project in the R-2 zoning district from the volume management rules, though they may still owe the other standards on review.
