Laguna Niguel, CA Fence Regulations: Height Limits (2026)

Section 9-1-35.2 sets Laguna Niguel's residential fence heights by location on the lot. Within a required side or rear setback, the maximum is 6 feet, measured from finish grade at the base to the top on whichever side gives the greatest height. Where a grade difference separates two properties, each property's fence height is figured independently, but no fence next to a property line may exceed 8 feet as measured from the property it sits on, or exceed 6 feet as measured from the adjacent property or street.

Front setbacks are far stricter: the maximum is 42 inches, intended to keep an open street scene and preserve sight lines to and from driveways; where a side property line separates one lot's front yard from a neighbor's rear yard, that front-setback limit rises to 6 feet instead. Inside the buildable area where a house itself could be built, fences may go up to 12 feet, and taller still with an approved minor adjustment. Architectural features such as pilasters and finials may add 6 inches above any of these limits if they cover no more than 10 percent of the fence's length, and open safety railings up to 48 inches may sit atop a retaining wall with director approval.

The strictest limit applies at street corners and driveway aprons: fence height drops to just 18 inches inside the sight-distance triangle formed 25 feet back from an intersecting right-of-way, or within 5 feet of a driveway or alley crossing, so drivers keep clear sightlines.
