Laguna Niguel, CA Fence Regulations: Material Restrictions (2026)

Section 9-1-35.2(c)(9) of the Laguna Niguel zoning code prohibits barbed wire and razor fencing citywide, in every residential and nonresidential zone alike. The only exception is for materials genuinely needed to restrict access to public utility equipment, such as fencing around a high-voltage transformer, where the safety purpose outweighs the general ban. Chain link is treated differently: the code does not prohibit the material itself, but in residential zones it cannot be visible from the public right-of-way, which in practice means a chain-link fence along a street frontage has to be set back behind a hedge, a different fence, or other screening rather than run bare along the sidewalk.

Both restrictions sit inside the same fence and wall section that governs height, so a compliant fence has to clear the material rule in addition to whatever height limit applies to its location, whether that is the 6-foot side and rear setback maximum, the 42-inch front setback maximum, or the 18-inch limit within a corner sight-distance triangle. The material rule also applies to sound attenuation walls and other structures the code defines as a "fence" or "wall," since Section 9-1-35.2(a) folds retaining walls, screens, windscreens and thick hedges into that same defined term for purposes of the section.
