Sec 10-326, adopted by Ordinance 520 on May 21, 1990 and codified at Section 10-327 of the 1999 Code, sits in Chapter 10-3, Offenses Against Property, alongside rules on trespassing, littering and posting signs on another person's property. The general rule bars anyone from erecting, installing or maintaining an electrically charged fence anywhere in the city. The only path around that ban runs through the building official's permit process: an owner who wants an electric fence to contain animals must prove both that the fence will not be hazardous to life and that its electric charge is regulated by a controlling device, meaning an unregulated or homemade charger does not qualify.

The section does not set a specific fine of its own, so a violation falls under the city's general penalty provision, Sec 1-108, which caps fines at $500.00 for any code violation that lacks its own stated penalty, and Sec 1-109 treats each day the fence remains energized without a permit as a separate offense. Because the prohibition covers any electrically charged fence rather than just barbed or razor-wire fencing, it reaches residential, agricultural and commercial properties alike unless the building official has issued the permit described in the section.
