Glen Cove, NY Filming & Production: Location Permits (2026)

Chapter 141, section 141-3, is Glen Cove's core permit requirement for location filming: no person, firm, association, corporation or enterprise shall commence commercial or student filming or establish a base camp anywhere in the City unless a permit has been previously issued by the Mayor's Office. Section 141-4 spells out the application: it must be filed at the Mayor's Office at City Hall during normal business hours at least seven days before any activity commences, and must state the name, address and phone number of the film's rights holder and of the location coordinator, the purpose and description of the filming, the specific locations to be used, and the dates and times of day the properties will be used, plus any other information the Mayor's Office requires.

The applicant must also submit written consent of the owners of every property where filming will take place. 1 gives a three-business-day expedited path to anyone who held a Glen Cove filming permit within the prior 12 months, provided there were no substantiated written complaints from residents about the earlier shoot. Section 141-6 gives the Mayor's Office grounds to deny an application that conflicts with other scheduled events in the filming area, or that would be detrimental to the community from excessive noise, illumination or other effects, or that would unduly interfere for an extended period with residents' day-to-day activities. Every permit issued must state a commencement and expiration date and specify the exact hours of activity, including setup and breakdown.
