Glen Cove, NY Filming & Production: Student Filming (2026)

Chapter 141, Filming and Movies, adopted August 24, 2021, defines STUDENT FILMING in section 141-2 as films and videos recorded by a student in the fulfillment of educational requirements, provided the work will not be used for a commercial purpose. That definition matters because section 141-3 folds student filming into the same permit requirement as commercial filming: no person, firm, association, corporation or enterprise shall commence commercial or student filming or establish a base camp anywhere in the City of Glen Cove unless a permit has been previously issued by the Mayor's Office.

Applicants must apply at least seven days before activity commences under section 141-4, providing the location coordinator's contact information, the purpose and description of the filming, the specific properties involved, dates and times, and written consent from the property owners. 1 allows an expedited three-day-notice reapplication for anyone who held a permit in the prior 12 months with no substantiated resident complaints. Section 141-7 sets separate fee lines for a student project filming permit, distinct from the commercial, music/entertainment video, motion picture/TV, and documentary categories, with the exact amounts set in the attached fee schedule on file with the City.

Student filming is not exempt from any of the hours, noise, parking or insurance conditions that apply to commercial shoots under sections 141-6 and 141-9.
