Bloomfield, NJ Fire Regulations: Fireworks (2026)

Chapter 245 of the Bloomfield Township Code is a single operative sentence, adopted by the Bloomfield Council on November 19, 1962 as Sec. 19-11 of the 1962 Code and amended November 2, 1987: no person shall possess, use or sell fireworks within the Township except as provided in the State Uniform Fire Code adopted by § 239-8. All three acts are covered, so a resident who stores fireworks, a person who sets them off and a seller are each inside the prohibition.

The exception is borrowed rather than written out. Section 239-8 adopts the New Jersey State Uniform Fire Code, N.J.A.C. 5:70, pursuant to the Uniform Fire Safety Act, N.J.S.A. 52:27D-192 et seq. Whatever that state code allows is the only room the Township chapter leaves, and the Township chapter itself does not list approved products, permit fees or display procedures. Anyone unsure whether a particular product or display falls inside the exception can ask the Bloomfield Fire Department, Bureau of Fire Prevention, which is the local enforcing agency named in § 239-37.

Other Fire Prevention chapter rules sit alongside the ban. Section 239-9 makes it unlawful to interfere with or obstruct any Fire Department operation or emergency vehicle, and § 239-10 bars willful failure or refusal to comply with any lawful order or direction of the Fire Official. Anyone aggrieved by an order of the local enforcement agency has the right under § 239-35 to appeal to the Construction Board of Appeals of the County of Essex. Section 245-2, added November 2, 1987 and amended May 5, 2008 by Ord. No. 08-18, supplies the penalty by pointing to § 1-15, the general penalty section of the Code.
