Coon Rapids, MN Fire Regulations: Fireworks (2026)

Section 5-2303 of the Coon Rapids City Code bars any individual from conducting a fireworks display in the City outright; only an organization may apply. Section 5-2304 requires that organization to get a permit from the City Clerk before any display, though only one permit covers a multi-day event if the same people run it the same way at the same location. Section 5-2305 exempts organizations that State law excuses from a City permit, plus smoke pots, flash pots, and theatrical flash powder used in ceremonial, theatrical, or musical productions conducted safely under applicable codes.

Section 5-2306 requires the application at least 15 days before the display date, naming the sponsoring organization, a contact person, the State-certified pyrotechnic operator, the exact location, the date and time, the approximate types and amounts of fireworks, and a site diagram showing discharge points, aerial-firing directions, nearby buildings and overhead obstructions, and audience sightlines; every assistant must be at least 18. Section 5-2306(8) requires a commercial general liability policy naming the City as an insured, with limits of at least $1,000,000 per person and $2,000,000 per occurrence, filed before the permit takes effect.

Section 5-2308 sends the application to the Fire Chief for investigation, and Section 5-2309 requires the Chief to confirm the operator is State-certified and that the display's character, location, and firing method will not endanger property or people. Section 5-2310 lets the Fire Chief add conditions consistent with State Fire Marshal guidelines, including standby fire apparatus and personnel billed to the sponsor. Section 5-2312 lets the Fire Chief or operator cancel or halt a display for noncompliance or a hazard from wind, weather, or crowd control.
