Doral, FL Fire Regulations: Outdoor Burning (2026)

Sec. 20-2 sets a flat citywide rule: no person shall ignite, cause to be ignited, permit to be ignited, or suffer, allow or maintain an open outdoor fire, except as Sec. 20-3 allows. That exceptions list is narrow and specific. Noncommercial cooking or recreational fires, including an outdoor fire pit, are allowed. The city manager can authorize a fire for weed abatement, eliminating a fire hazard including disposal of dangerous material with no safe alternative, or for training public employees to fight fires, and a separate training-fire exception applies when a public officer and the city manager both give prior permission.

Agricultural fires for disease and pest prevention or frost protection need the city manager's permission. Smokeless or safety flares burning off waste gases are exempt outright. A fire supervised by the Director of Miami-Dade's Department of Environmental Resources Management, Miami-Dade Fire Rescue, or the Florida Forest Service for nonrecurring land-clearing debris in agriculture or silviculture is allowed, and so is a fire set for a religious or cultural ceremony with the private property owner's consent. Sec. 20-4 puts enforcement in the hands of the code compliance department and the Doral Police Department: a code compliance officer who finds a violation issues a civil citation explaining the fine, the payment deadline, and the right to an administrative hearing within 20 days, and each day a fire keeps burning counts as a separate offense. The city can also seek an emergency injunction on top of any citation.
