Hoboken, NJ Fire Regulations: Smoke Detectors (2026)

Adopted January 16, 1980 by Ordinance No. C-147, Hoboken's smoke detection law in Chapter 66, Article II, applies to any multiple dwelling with four or more dwelling units. Section 66-15 set an April 1, 1981 deadline for existing buildings to install an approved smoke detection system, defined in § 66-14 as an interconnected, 120-volt AC powered system in which any triggered detector sounds every unit's alarm, using a UL-217-listed device. Section 66-16 puts installation and upkeep on the building owner, and § 66-17 fixes minimum placement: at least one detector in the basement and/or cellar and one on every hallway level.

Before installing, the owner must obtain a permit from the Electrical Bureau under § 66-18, pay a $5 fee per system, and finish the work within 60 days or the permit lapses and a new one is required. The Director of Public Safety or a designated staff member administers and enforces the article under § 66-20, including interpreting requirements, approving equipment, and granting waivers where an equivalent level of safety is achieved. Section 66-21 exempts existing multiple dwellings with a two-hour fire-resistance rating and enclosed interior stairways from the whole article, since that construction already limits fire and smoke spread. The rule predates, and sits alongside, the state Uniform Fire Code and Uniform Construction Code requirements the City also enforces on new construction.
