Flagstaff, AZ Food Trucks & Mobile Vendors: Food Truck Permits (2026)

Flagstaff's Zoning Code treats mobile food vending as a temporary use: Section 10-20.40.150(A) provides that except as listed in subsection E, no temporary use shall be established or maintained unless the Director has approved a temporary use permit, and subsection D.3, Food Vendors, sets the specific rules. A food vendor must get written authorization from the property owner or manager for each site, and no food vendor may operate on more than five properties within a calendar year. Equipment and display must sit at least 10 feet inside the property line on an approved site drawing, can't disrupt vehicle access, traffic flow, sidewalks or landscaped areas, and any signage must follow the portable-sign standards in Section 10-50.100.090.

Vendors operating 60 days or fewer per year at a site can keep renewing there; vendors running 61 or more days but under nine months a year are capped at two consecutive years at the same location unless they get a one-time one-year extension or move up to a conditional use permit for a longer-term or seasonal spot. Food vendor temporary uses are geographically restricted to any Commercial zone, the RD, LI, and LI-O Industrial zones, and the T5 and T6 Transect zones, so a food truck can't set up in a purely residential or open-space zone. Vendors must also follow Coconino County Health Code food-preparation and sales rules and City sales tax requirements.
