Flagstaff, AZ Food Trucks & Mobile Vendors: Sidewalk & Mobile Vending (2026)

Under City Code Section 8-03-002-0004, anyone conducting business from a vending cart on a Flagstaff sidewalk must apply to the Community Development Division with the applicant's name, business license number, product type, cart description and proposed location. The applicant needs written consent from all directly competing businesses within 145 feet and from 80% of businesses and property owners within that same radius, plus a hold-harmless statement for adjacent owners. A food vendor cannot locate within 100 feet of a restaurant with direct sidewalk access on the same block unless that restaurant consents in writing.

Once permitted, the operating area is capped at 32 square feet including the cart, operator and trash receptacle; the cart itself cannot exceed 6 feet in length or 5 feet in height (excluding canopies or umbrellas). Carts cannot sit within a curb return radius or within 10 feet of a disabled parking space or access ramp, must stay in the exact spot named on the permit, and cannot remain on the sidewalk, unattended or otherwise, between 2:00 a.m. and 6:00 a.m. Vendors must carry a litter container and pick up trash within 25 feet of their stand, and must obey a police officer's order to relocate or remove the cart to relieve congestion.

The Fire Marshall must inspect and approve any cart with heating or cooking equipment before a permit issues. Permits expire December 31st of the issue year, are personal and non-transferable, and cover exactly one cart at the location named on the permit; applicants have 60 days from location approval to finish all reviews or forfeit the fee.
