Flagstaff, AZ Food Trucks & Mobile Vendors: Vending Zones (2026)

City Code Section 8-03-002-0004(B) directs the Director to review every proposed permit operating area for suitability before a sidewalk vending cart permit can issue. The permit operating area must fall within a commercial zone, and the sidewalk at that spot must be at least 8 feet wide with assured ADA compliance. In judging whether a location is compatible with public use of the right-of-way, the Director weighs sidewalk width, the location of existing street furniture such as signposts, lamp posts, parking meters, bus shelters, benches, phone booths, street trees and newsstands, and the presence of bus stops, truck loading zones, taxi stands or hotel zones that could create pedestrian or street congestion.

The Director must tell the applicant whether the site is suitable or unsuitable, and an unfavorable call can be appealed to the City Manager under Section 8-03-002-0002(F). Section 8-03-002-0004(B)(3) then bars vending outright within a curb return radius, unless the Director waives that limit in writing for extra-width sidewalks, and within 10 feet of any disabled parking space or access ramp. Section 8-03-002-0001(M) separately carves out Heritage Square, the public plaza created by the 1997 easement recorded with Coconino County, as off-limits to sidewalk vending carts entirely even though it otherwise counts as sidewalk for permitting sidewalk cafes.

Vendors must also stay put at the exact spot named on their permit and relocate on a police officer's order if their presence is causing congestion.
