Laguna Niguel, CA Food Trucks & Mobile Vendors: Food Truck Permits (2026)

Section 6-4-15 of the Laguna Niguel Municipal Code requires anyone operating a food facility, vending machine business or mobile food preparation unit to first apply for and receive a food vending permit from the health department, defined in Section 6-4-14 as the Orange County Health Care Agency. An applicant for a mobile unit permit must additionally list three service stops, including the exact address and the time of each stop, and the permit that is issued is nontransferable and valid only for the approved person, location and type of food activity.

Once operating, a mobile food preparation unit must meet the safety requirements of Section 6-4-20: equipment such as generators, water heaters and compressors installed for outside access only, secured utensils and knife holders, ceiling fixtures at least 76 inches off the floor, electrical wiring in conduit, seat belts for occupants, and a minimum 5 B.C.-rated fire extinguisher mounted inside the driver's door. A unit that serves more than one location in a day has added rules under Section 6-4-21, including positive-closing lids on coffee urns and deep fat fryers and a labeled alternate exit at least 24 by 24 inches.

An inspector may suspend a permit immediately if it finds an 'immediate danger to public health or safety' under Section 6-4-26, such as unsafe food temperature or a nonpotable water supply, and the operator can request a hearing within 15 calendar days.
