Laguna Niguel, CA Food Trucks & Mobile Vendors: Vending Zones (2026)

Section 5-7-45 sets the operating requirements every sidewalk vendor in the city must follow, and paragraph (2) is the location-based prohibition list. It bars vending on a sidewalk adjacent to a posted no-stopping or no-parking zone or red curb, on a sidewalk with a grade over ten percent, within 500 feet of a freeway on-ramp or off-ramp under California Vehicle Code Section 22520.2, or in a roadway, median or dividing strip. It further bars vending within 500 feet of a permitted certified farmers' market, swap meet, or an area covered by a temporary special event permit, limited to that event's operating hours; within 200 feet of City Hall, a police station or a fire station, measured from the property line; within 500 feet of a school attended by elementary, junior high or high school pupils, also measured from the property line; and within smaller buffers of 48 inches from another vendor, 25 feet from a street intersection, ATM, fire hydrant or bus stop, 15 feet from a streetlight or utility box, and five feet from a parking meter.

Stationary vendors additionally cannot vend in exclusively residential zones under paragraph (6), or at a park whose concessionaire holds an exclusive food and merchandise agreement under paragraph (7). These location rules apply on top of, and independently of, the sidewalk vending permit itself.
