LEMC § 5.33.030 requires a mobile vending license before conducting mobile food truck vending, with narrow carve-outs for trucks tied to a City-permitted special event or a single truck catering privately on private property under conditions in subsection (B). Section 5.33.040 separately requires a valid City business license, and § 5.33.050 requires a current Riverside County Department of Environmental Health permit kept in the truck at all times. Section 5.33.060 requires reporting tax revenue and a seller's permit from the State Board of Equalization. General operating standards in § 5.33.070 restrict hours to between 7:00 a.m. and 10:00 p.m., including set-up and clean-up, bar operating within 250 feet of another off-street food truck or City-permitted event absent consent, cap engine idling at five minutes per hour, prohibit amplified music, ban alcohol sales, and require $1,000,000 in commercial general liability and auto liability coverage naming the City as additional insured. Where Chapter 5.32's peddler rules conflict with this chapter, § 5.33.100 makes Chapter 5.33 control for food trucks specifically.
