Lake Elsinore, CA Food Trucks & Mobile Vendors: Sidewalk & Mobile Vending (2026)

Every sidewalk vendor, whether roaming or stationary, must hold a license from the City Manager under LEMC § 5.31.040 before operating. Operating conditions in § 5.31.050 require the license to be worn or displayed conspicuously, cap the vending receptacle at three feet in height, width and length so it does not block the accessible path of travel, ban motorized or pedal-driven carts, and require a minimum four-foot clear pedestrian path plus compliance with the noise standards of Chapter 17.176 LEMC. Section 5.31.060 layers on prohibited activities and locations: no stationary vending anywhere zoned exclusively residential, no roaming vending in residential areas from a half hour after sunset to a half hour before sunrise, a 200-foot buffer from a permitted farmers' market or swap meet during its hours, a 100-foot buffer from an ATM, a 15-foot buffer from another vendor, and outright bans on 18 named high-traffic roadways including Railroad Canyon Road, Central Avenue, Riverside Drive and Main Street. Food vendors selling non-commercially-packaged items must also hold a current Riverside County Department of Environmental Health permit under § 5.31.040(D).
