Yorba Linda, CA Food Trucks & Mobile Vendors: Food Truck Permits (2026)

Yorba Linda Municipal Code § 5.44.020 makes it unlawful to operate any food facility, vending machine business, food processing establishment or other food handling business, including a mobile food preparation unit, without first applying for and receiving a food vending permit from the Health Department. The written application must state the applicant's name and address, the character and location of the activity, and any information the Health Department requires; a mobile food truck applicant must additionally list three service stops with the exact address and time of each stop (§ 5.44.020.B).

A permit issues only after investigation confirms the operation will conform to applicable laws, is nontransferable, and must be posted in a conspicuous place on the vehicle (§ 5.44.020.C, .E). Anyone proposing to build, convert or remodel a mobile unit must first submit three copies of plans to the Health Department for review under § 5.44.030. Beyond the permit itself, § 5.44.070 layers on vehicle safety conditions before a unit can legally operate: securely mounted equipment, a safety knife holder, safety-covered ceiling lights, properly conduited 110-120 volt wiring, seat belts for occupants, a Health-Officer-approved first aid kit, and a minimum 5 B.C.-rated fire extinguisher mounted inside the front driver's door.

Units serving more than one location a day face added § 5.44.080 rules covering spill-proof coffee urns, positive-closing lids on deep fat fryers and hot food tables, and a labeled second exit. Any inspector may enter under § 5.44.090 to check compliance, and refusal of entry lets the inspector suspend the permit on the spot.
