Section 12-166(k)(1) governs where and when a licensed mobile food vending vehicle may operate. Vehicles may set up in public rights-of-way outside travel lanes, with the service window facing the curb, and may use public parking lots zoned B5 or B6, § 12-166(k)(1)b. Operating hours run 8:00 a.m. to dusk in residential areas and 8:00 a.m. to 9:00 p.m. in commercial areas, extending to 3:00 a.m. only in the B5 and B6 districts, § 12-166(k)(1)h. A vehicle may sell its full range of products, including hot and prepared food, only in conservancy, commercial or industrial zoned districts; in residential or office zones it may sell only frozen confectionaries, soda, bottled water or shaved ice, § 12-166(k)(1)j.

No vehicle may operate for business on public property within 200 feet of an existing licensed restaurant, measured door to vehicle along the curbline from the restaurant's entry door, § 12-166(k)(1)l. A vehicle also cannot sit in one residential or office-zoned spot for more than 60 minutes, § 12-166(k)(1)m, and cannot operate within 200 feet of a street or area designated for a community-wide special event or parade such as the Labor Day Parade or Fourth of July celebration in Traxler Park, § 12-166(k)(1)o. Vehicles in private parking lots need the property owner's permission, must comply with the host lot's off-street parking rules, stay ten feet from any building, and are limited to one vehicle per private lot, § 12-166(k)(1)e. City park operation requires a Recreation Director permit for the designated area, § 12-166(k)(1)g.
