52 governs a narrower activity than sidewalk vending: selling goods or food from a motorized or non-motorized vehicle, push cart, or similar conveyance that is parked, stopped, or standing on a public street, alley, parkway, sidewalk, or other public property in a residential zone, or on a street abutting residentially zoned property. 020 requires a San Clemente street vending permit before that activity can occur; a first violation after the chapter's effective date draws only a warning, but any vending caught afterward without the permit draws a citation.

030 requires the application, fee, and proof of a liability insurance policy of at least $500,000 on a claims-made basis, filed with the City's License Department, with a decision due within 30 calendar days. 050's operating rules confine the activity further: no vending between sunset and sunrise, no horn or amplified sound to attract customers, all transactions must occur off the street and out of traffic lanes, litter must be collected within 200 feet of the vehicle, and the vehicle cannot park within 500 feet of a public or private school while vending.
